Panasonic model PVQ-2512 keeps blowing line fuse |

I'm currently repairing a panasonic model PVQ-2512 that keeps blowing the line fuse everytime that it is replaced. I have tested the hot transistor stk30131 and the B+ filter cap and they seem to be working just fine. Does anyone know what other component(s) could be causing this fault? any help is greatly appreciated.
