| when the tv is on there is line across the screen and there is no picture and no sound could it be the ic TA8690AN can you help me thank you

| If that ic you mention is the vertical output ic, yes that is likely the problem, but first check the supply voltage to the ic, if none, check the fuse resistor that supplies the voltage, check or replace blindly the electros near the ic, if this fails, replace the ic itself - good luck RADAR |
